Digital Vigilance
A holistic approach to investigating Internet outages: my project for the 2024 Internet Society Pulse Research Fellowship.

Built during my 2024 Internet Society Pulse Research Fellowship.
Digital Vigilance collects measurements about a country, network or website from public sources (IODA, OONI, Cloudflare Radar, M-Lab and RIPE Atlas), puts them on one timeline, and helps you decide what happened: a power outage, a shutdown, a blocked website or a cable cut.
- Cases: one investigation, with the measurements of the countries, period and data sources you pick.
- Views: outage timeline, IODA and Cloudflare signals, web connectivity, web performance and ping measurements.
- Analysis: tailored ensemble anomaly detection, with one detector per data source.
- Report: a printable report of a whole case, with figures, an outage table and the data used.
The screenshots show a case about the exam related shutdowns in Iraq in May and June 2024, with data from IODA and Cloudflare Radar.

The overview of the case: the detected outages on a timeline, and the IODA signals below it.

The analysis: the detectors of every source (purple dots) and what the voting strategies flag (green inside a known outage, orange outside one).
